“VD” managed to find the winners of apartment drawings and take an interest in the process of playing out housing. It turned out that not to be mistaken in choosing between an apartment or its monetary equivalent is another test of luck.

Behind the scenes

The total number of apartments played in independent Ukraine, according to rough estimates, does not exceed three hundred. This year, this figure will increase by a maximum of another five dozen apartments. Basically, at the expense of lotteries – only they are able to put the rallies of such an expensive pleasure on stream: here the apartment is not paid for at the expense of the organizer, but for real money wishing to try their luck.But even the organizers of lotteries are in no hurry to play apartments, although the announcement of the opportunity to win such a prize is a guarantee of consumer success in a country where housing is considered almost the main wealth.

Fiddling with the acquisition of real estate for lottery companies is too troublesome. In the world, most lotteries win cash prizes. And even in those exceptional cases when the lottery is played on apartments, this prize is monetary, that is, it has its own equivalent in currency. Today, Ukraine specializes in regular housing draws, mainly, only at the start of the state-owned Hto Tam lottery of the Molodosportloto (MSL) company at the end of September 2004, whose share in the domestic lottery market is about 52%. On February 1 of this year, in the weekly lottery “Hto there”, 120 apartments in Kiev were raffled off, of which, according to “MSL”, only about half of the winners decided to pick up “clean”, the rest – in cash. Occasionally, housing in Kharkov is played out in the instant Ridne Misto lottery owned by the same lottery operator. At the end of 2002, their closest competitor, the Ukrainian National Lottery (UNL) (occupying 40% of the market), started playing the apartments in Kiev in the Bingo Boom Lotto lottery. But the project lasted only a year, after which it was closed. During this time, 5 metropolitan apartments were played in the lottery – the lucky ones took all the prizes with money. Those who decided to use the prize housing as chips, faced with the problem of regular search for the main prizes. Lottery owners can not keep up with the inexorable rise in price of housing in large cities. As a result, the claimed prize does not always meet the desired parameters.

A dark horse

The fact that the apartment being played, as a rule, does not have an address, is no coincidence. As well as the fact that the lottery owners themselves are happier to meet those who want to take the main prize with money. Affects rising property prices. For example, in the apartment lot “Hto there” the monetary equivalent of housing now amounts to 150 thousand UAH. (at first it was 100 thousand UAH.), in the Ridne Misto lottery – 50 thousand UAH. And in the Russian apartment lottery “Golden Key” (the company “Interlot”), which has been playing apartments in Moscow since 1997, now they give 1.2-1.5 million rubles for this prize. Try to buy housing in Kiev for $ 30 thousand, in Kharkov for $ 10 thousand, or in Moscow for $ 45-55 thousand. The fact that the “cash equivalent” does not correspond to the cost of apartments in the megalopolis where they are played out, lottery owners have a simple explanation: a certain percentage of the sale of tickets is allocated to the winning fund, which cannot be spent on prizes, otherwise the company will lose money. In the Golden Key lottery, which sells 350-450 thousand tickets every week, 50% of the revenue is allocated to prizes. In the “Hto there” lottery, this is 54% for the weekly sale of about 200 thousand tickets worth 3 UAH., That is, the prize fund on average weekly amounts to 300 thousand UAH, of which 150 thousand UAH. It falls on the main prize – an apartment (except for housing, other prizes are also drawn in apartment lotteries). With a constant increase in property prices, lottery owners, according to them, are clearly easier to pay the main prize in cash. But what about those who still want to get a legally won real estate?

There are several schemes by which lottery companies “get” housing. The Russian Golden Key lottery, according to project director Anatoly Lizdunov, uses a reservation system: that is, apartments are not bought before winning, but are reserved by realtors. A similar principle was used in the Bingo Boom Lotto lottery: the lottery owners had an agreement with a real estate agency, and if the winners wished to rent an apartment, the lottery company together with realtors would start a search for housing in the amount of a pre-agreed cash equivalent. But, according to the operator, no one wanted it. According to “VD”, in the “Hto there” lottery, apartments are purchased in advance, though not finished, but under construction. All housing is one-room, it is bought in blocks – 5-10-20 apartments each. Apparently, not in Kiev, but in the Kiev region. The addresses of the houses where the apartments for the lucky ones were bought, the lottery operator keeps secret.
